For the last year I've lived in Melbourne the ghetto apartments behind this fence have been vacant and boarded up. It seems like a really long time for a large bit of land to not be used for anything. It's sad too when everyday on my way to work I see people sleeping on milk crates in ATM lobbies trying to shelter from the cold when this space is just being used for nothing.
